While every young Rizaleño student can apply, this scholarship is a merit and need-based one, which aims to aid those who have an excellent school standing, despite poverty and adversity. Some of the general criteria for this scholarship consist of being a legitimate resident of Rizal, having an excellent standing in school, being of good moral character, and having the passion to continue and further his or her studies, despite undergoing some form of odd jobs to support his or her family.
b. Rizal College Scholarship Program (RCSP)
This scholarship aims to assist poor but deserving students to gain qualified education; in hopes that this will encourage, develop, and advance their lives and become industrious and creative citizens who contribute to the province's economic growth.
c. Student Assistance Program (SAP)
This program aims to promote the availability of college education to students who are academically inclined yet without stable means to earn a degree in higher education. Hence, the provincial government grants P5,000.00 per semester to the program beneficiaries. To gain access to student assistance, a student must be a resident of the province for at least three years, of good moral and academic standing, and must pass written and oral examinations. Further, the applicant's annual family income must be no higher than Php350,000.00.
d. Special Program for the Employment of Students (also known as SPES)
Mandated by Republic Act Nos. 7323, 9547, and 10917, this special scholarship program has a slightly different attack on how to support deserving students. Instead of the usual financial assistance, they opt to become an employment bridging program.
SPES aims to help young adults from low-income families build important life skills via short-term employment during the summer so they can earn money to pay for their education. More importantly, SPES wants to teach the youth the value of hard work, so that the youth will respect how challenging it is to earn money, and how one should be responsible in managing it.
In the said program, the provincial government provides 60% of the applicable minimum wage law or hiring rate, and the Department of Local Employment (DOLE) shoulders the remaining 40%. Likewise, what makes SPES attractive to applicants, is the seal of approval from the government, with regard to the person's employability.
