NLEX Connector España Section will soon open
13 September 2022
Good news for motorists and the country's infrastructure stature: The North Luzon Expressway (NLEX) Connector, particularly the future España Interchange, is now nearing its completion at 80 percent as of August 24, Wednesday, an official report said.
NLEX Corporation, a subsidiary of the Metro Pacific Tollways Corporation (MPTC), said that this is a massive infrastructure investment aiming to ease traffic congestion and improve overall mobility in the country's capital region and surrounding provinces.
PPP
This road project is a public-private partnership (PPP) between NLEX Corporation and the government through the Department of Public Works and Highways (DPWH), which was chaired by then-Secretary Mark Villar, who was also elected senator this year. The new DPWH chairman is Manuel Bonoan, who took office on June 30.
P23 billion was allotted for this infrastructure project.
Upon expected completion, the elevated expressway is boasted to cut travel time from 2 hours to just 20 minutes.
A boon for logistics sectors
According to NLEX Corporation President, J. Luigi L. Bautista, this is a boon for the supply chain and logistic sectors as in a few more months' time, there will be a 24/7 alternative routing for truckers and cargoes, which will "enable unimpeded delivery of goods."
This section goes over the Blumentritt Station of LRT 1 and Dimasalang Bridge, with toll plazas as well as on- and off-ramps along C3 Road and the España Boulevard, and uses steel box girders for its curved and highly elevated segments.
The company also revealed that the DPWH has turned over 91 percent of the right-of-way (ROW) acquisition for the España section, while it's 83 percent for the Sta. Mesa section in Manila.
The eight-kilometer-long, four-lane, all-vehicle class elevated highway, which has a daily capacity of 35,000 vehicles, ends close to the Polytechnic University of the Philippines (PUP) in Sta. Mesa, Manila.
The connector road project travels by Tondo, Sampaloc, Sta. Cruz, and Sta. Mesa, and includes three interchanges at C3 Road/5th Avenue in Caloocan, España Boulevard, and Ramon Magsaysay Boulevard.
The NLEX Connector project is said to run mainly above the alignment of the Philippine National Railways (PNR).
Furthermore, NLEX Corp said the project is perceived to reduce travel time from NLEX to the Southern parts of Luzon by at least 60 percent, and is expected to enhance the trips between international airports such as Clark and NAIA, and will shore up development between Metro Manila and nearby provinces.
What is an expressway?
Expressways are a limited-access superhighway with interchanges but have neither traffic lights nor intersections for the purpose of a more efficient and speedier travel time. Expressway roads typically include equipment or facilities to make the collection of toll fees for vehicular entry. It is being managed by the national government under the DPWH.
Despite taking pride in providing shorter trips for motorists, there is a set speed limit for each vehicle type. For automobiles, the minimum speed limit is 60 kilometers per hour (kph), while it's 100 kph for the maximum speed limit.
Meanwhile, the maximum speed limit for trucks and public utility buses is 80 kph. For motorists who will travel across the NAIA Expressway (NAIAx), the maximum speed limit is set at 60 kph. Noncompliance with the rules and regulations will result in penalties through Republic Act 4136, or the Land Transportation and Traffic Code.
NLEX, SLEX, and other expressways in PH
The construction of expressways is indicative of the country's economic growth, with infrastructure being a major contributor. We have gathered a list to scrutinize major highways and expressways in the Philippines as follows:
North Luzon Expressway (NLEX).
Inaugurated in 1965, NLEX is an 84-kilometer superhighway that connects Metro Manila to Central Luzon provinces such as Pampanga and Bulacan. The route starts at the Balintawak Interchange, travels through Apalit, San Simon, San Fernando, Mexico, and Angeles City in Pampanga, and concludes at Mabalacat in the same province.
South Luzon Expressway (SLEX)
This 51-kilometer thoroughfare caters to motorists from Metro Manila to the provinces in CALABARZON region, such as Cavite, Laguna, and Batangas. SLEX was launched in 1969, and designed with two expressways, namely E2 and R-3 of Metro Manila's arterial road.
Tarlac-Pangasinan-La Union Expressway (TPLEX)
This four-lane expressway services motorists from Central Luzon to its Northern neighbors on the same island. Just last year from November to December, respectively, its first and second sections were completed, extending its reach by 4 kilometers from its previous 88.5 kilometers in total length.
Subic-Clark-Tarlac Expressway (SCTEX)
Owning the distinction of being the longest expressway in the Philippines, SCTEX is a four-lane, 93.77-km expressway whose construction began in 2005 before commencing its commercial operations in 2008. Construction was made possible by the Bases Conversion and Development Authority (BCDA), the same developer of the New Clark City in Bamban and Capas, Tarlac.
Southern Tagalog Arterial Road (STAR Tollway)
Also known as the CALABARZON expressway, it's a 42-km, 2-to-4-lane highway in the South Luzon region. STAR tollway begins at the interchange with the Pan-Philippine Highway and SLEX in Santo Tomas, Batangas, and proceeds south near the Diversion Road to Batangas City. The towns and cities of Tanauan, Malvar, Lipa, San Jose, and Ibaan are all included in its path.
