Good news to foreign nationals! The IATF Resolution No. 160B as revised by Resolution No. 164A and associated IATF recommendations enabled non-visa needed nations under EO 408 to allow visa free access to the Philippines starting last February 10, 2022 for tourist and commercial reasons for fully vaccinated individuals.

This particular resolution made by IATF states that" Effective 10 February 2022, foreign nationals traveling to the Philippines for business and tourism purposes may enter the country visa-free and stay in the Philippines for not more than 30 days."

Who will be covered by the visa free entry policy?

The following group of people will be covered by this policy:

  • As long as their spouse or children are not restricted nationals, former Filipino citizens having Balikbayan privilege under Republic Act 9174 may bring their family members who are not themselves balikbayans to the Philippines with them.

  • In accordance with EO 408, fully vaccinated foreign nationals not requiring a visa, including Japan. Please refer above for the full list of visa free countries.

  • If you're a resident of the Hong Kong Special Administrative Region or Macau SAR, you're allowed to remain for up to 14 days only.

 

Requirements for qualified foreign nationals to enter the country visa free

Below are the requirements that foreign nationals must met when visiting the Philippines:

1. Be fully-vaccinated as described in Section A(2) of IATF Resolution No. 160-B, except for minor children below twelve (12) years of age who are traveling with their fully-vaccinated foreign parent/s.

 

2. Under current IATF requirements, a vaccination certificate or other acceptable evidence of immunization is required:

  • WHO International Certificates of Vaccination and Prophylaxis;

  • VaxCertPH; or

  • National or state digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement unless otherwise permitted by the IATF. (Note: Vaccination certificates issued by the Japanese government are recognized/accepted.)

 

3. RT-PCR or Antigen Test results within 48 hours prior to the date and time of departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding layovers; provided, that, the traveler is in the country of origin/first port of embarkation at the time of the test.

 

4. Have return tickets to the port of origin or the next port of destination that are valid for travel within thirty (30) days after the date of arrival in the Philippines. Please take note that this does not apply to people making use of the Balikbayan privilege.

 

5. In order to enter the Philippines, visitors must have passports that are valid for at least six (6) months after their arrival.

 

6. Get a COVID-19 treatment cost travel insurance policy from a reputable insurer with a least USD 35,000.00 coverage for the period of your stay in the Philippines before you arrive.

 

Important Reminder: In the event that visa-free foreign nationals fail to meet all of the requirements and criteria above, they will be refused entry into the country and subject to exclusion procedures.

 

When you book your flight, you will directly submit the requirements to the airline and border officials during the time of your travel. Visa-free entrance inquiries may also be made to the Bureau of Immigration directly.

 

What do I need to do if I stay beyond the visa-free period of 30 days?

You will be given two options in case you would like or need to stay in the Philippines more than the 30 days visa free period:

 

Option #1

If you meet all of the above conditions, you may enter the Philippines without a visa and request for an extension of your stay directly with the Bureau of Immigration while you're still there. Option #2: Entry Exemption Document (EED)

Obtain an entrance exemption document (EED) from the Department of Foreign Affairs (DFA) before applying for a visa if you are visiting the country for business or other non-leisure activities. In order to get a Filipino visa, a spouse or minor child of a Filipino citizen does not need to submit an EED.

 

Here are the General Requirements for 9(A) visa issuance:

  1. Passport data page photocopy with the original passports valid for 6 months. This is important especially if you want to remain in the Philippines for more than six (6) months.

  2. OVAS visa application form signed by visa applicant and properly completed.

  3. OVAS must receive a recent color image of the visa application (white or off-white backdrop, neutral facial expression, no eyeglasses or other accessories are required).

  4. Verification of marriage or filiation, as well as proof of the immediate Filipino relative's Philippine citizenship, are required such as birth certificate, marriage contract, PH passport, etc. The document must be translated into English, notarized, and apostilled if it is issued by a foreign authority or in Japanese.

  5. If you are from Japan applying for a visa, you will need a guarantee letter from your Filipino spouse or parent.

  6. Proof of a valid round-trip ticket with an arrival date within 30 days;

  7. To apply for a visa, you must provide a Letter of Undertaking

  8. The flight itinerary, immigration stamp on Philippine passport, barangay certificate, school records, or other proof indicating your Filipino spouse, minor child, or parent is already in the Philippines;

  9. As proof of travel insurance for COVID-19 treatment expenses from reputable insurers, with a minimum coverage of USD 35,000, during their stay in the Philippines.

  10. Packets of 520 self-addressed letters. These are available at JP Post or any convenience store.

 

Can I enter the Philippines even if I'm not fully vaccinated?

There will be a ban on the admission of foreign nationals who have not been vaccinated as of February 10. There are just a few exceptions to the rule that all passengers traveling to the Philippines must be fully vaccinated and provide confirmation of vaccination status before boarding an aircraft or vessel. The following groups are exempted from this rule:

  • Children below twelve (12) years of age;

  • Foreign diplomats and their qualified dependents or 9(e) visa holders.
