Passing this test will allow you to obtain a printable CDE certificate, which you can bring with you when you need to head to the LTO office to renew your license.   1. Go to the LTMS website by typing in portal.lto.gov.ph and then click the "Register Now" button.

  2. You will then be asked to read and accept the Terms of Agreement, which comprises a total of 19 guidelines. Click or check the "Yes, I accept" to the Terms of Agreement.

  3. To proceed, provide the correct security code in the box to verify that you are not a robot. Click Next afterward.

  4. Under the Registration box, you will be asked to choose Enroll as an Individual or Enroll as an Organization. Click the former.

  5. Provide all the necessary details. Once you’re finished, click Create Account.

  6. After submitting all your personal information, you will receive a 15-digit LTO client number via email. This will serve as your username.

  7. Via the same email, you will be asked to click on a verification link for your account registration. This link will expire after 24 hours, so be sure to sign up immediately.

  8. Create an easy-to-remember but hard-to-guess password (at least eight characters, one alphabet, one number, one upper case, and lowercase letters).

  9. To confirm your password, re-enter it. Click the Set Password for Login button.

  10. Finally, log in to your online account with your LTO client number or email address as your username.
