People in the Philippines have several options when it comes to finding a long-term job in the public sector. If you're eligible for the civil service, working for the government provides job stability in addition to a good salary and a comprehensive benefits package. The Salary Standardization Law of 2019

The Republic Act 11466 or RA 11466, also known as the Salary Standardization Law of 2019, gave effect to a yearly pay rise for Philippine government workers on January 1, 2020, and will continue to do so until 2023. This is the fifth set of salary raises, which includes the following:

Basic salaries (including step increments)
Standard allowances and benefits
Specific-purpose allowances and benefits
Performance-based incentives

With the Salary Standardization Law or SSL, the national government hopes to create a work climate that rewards efficiency, productivity, honesty, quality, and transparency among government employees across all agencies at all levels. The legislation also aspires to make government pay equivalent to those in the private sector, which is beneficial in recruiting and keeping a workforce of qualified and devoted public officials.

Coverage of the Salary Standardization Law

As long as you're a member of the government's civilian workforce—whether you're an employee on a full-time or part-time basis—you're protected by this new legislation. Civil servants in the following government departments and agencies are covered by the Salary Standardization Law:

Executive, legislative and judicial branches
Constitutional commissions and other constitutional offices
Government-owned or controlled corporations (GOCCs) not covered by Republic Act No. 10149
Local government units (LGUs)

Exemption from the Salary Standardization Law

Meanwhile, personnel not covered by the Salary Standardization Law include those listed below.

Military and uniformed personnel including police officers
Employees of government-owned and controlled corporations (GOCCs) with their own compensation systems under Republic Act No. 10149
Individuals who render services through job orders, consultancy contracts, contracts of service, and other service contracts with no employer-employee relationship

What is a Salary Grade?

Government jobs have a salary grade allocated to them based on the work they require of the employee. In general, the more demanding and time-consuming your work is, the greater income you can have. A good example of this is that the salaries for administrative assistants start at a grade of 1, while those for nurses begin at a grade of 10.

In monetary compensation systems, a salary grade or SG is a unit or number that specifies how much money a government employee is paid each month. Pay scales in the Philippines range from 1 to 33. The President of the Philippines is the only recipient of Salary Grade Number 33 (SG 33), which has been set aside for him.

Employees of the government may climb the pay scale by being promoted until they reach the highest pay tier for their position. For example from being a Nurse I, with an SG of 11, all the way up to Nurse VII, with an SG of 24, a nurse may improve their career.

What is a Salary Step?

A government employee's performance and length of service determine the number of compensation steps they may earn within a given grade of salary. With the exception of SG 33, which only has two compensation steps, each salary grade has up to eight (8) salary levels available.

For every three (3) years of continuous and good service in their respective posts, government officials and workers may be awarded one (1) step increase. In the event of a step increment and subsequent wage rise, an employee will be informed through a Notice of Step Increment.

Starting at Step 1, regardless of compensation, is the norm for all newly recruited government workers. The next stage in an employee's career is open to them after three (3) years of exemplary service. Until they reach Step 8, which is the wage grade's maximum increase, this will continue to take place.

Salary Grade Table 2022 (Third Tranche)

The compensation schedule is split into four tranches or yearly installments, commencing in 2020 and ending in 2023, according to Republic Act No. 11466, or the Salary Standardization Law of 2019.

The monthly wages of full-time permanent and contract government workers are mentioned in the table below. Part-time government workers' pay is based on the number of hours they put in at their jobs each month. As an example, the compensation table specifies that an employee who works half-time and puts in just four hours a day would earn half of the full wage.

January 1, 2022 marked the beginning of the third tranche of the Salary Standardization Law of 2019.

Classifications of Government Employee Positions and their Salary Grades SG

According to Republic Act No. 6758, the unified Compensation and Position Classification System (CPCS) categorizes government jobs into four primary groups: professional supervisory, professional non-supervisory, sub-professional supervisory, and sub-professional non-supervisory.

Each of the following positions is classified into one of the following categories:

Executive, Legislative, Judicial, and Constitutional Positions

Constitutional commissions and executive agencies such as the Commission on Civil Service and the Commission on Audit fall under the umbrella word "government" as defined by Republic Act No. 6758 (RA No. 6758) or the Compensation and Position Classification Act of 1989.

The President and the Cabinet are often identified with the executive branch, whilst Congress's two chambers, the House of Representatives and the Senate are typically associated with the legislative arm of government. This arm of government includes the Supreme Court, courts of appeal, and all courts below it.

Professional Supervisory Positions

Each of these jobs has a management or supervisory component, and it entails managing or overseeing the operations of the company as a whole or a subset of it. An education and background in a scientific, technical, or professional discipline are necessary for these roles.

The educational requirement in order for you to hold these kinds of positions is that you must have a bachelor’s degree, master’s degree, or doctorate degree. Example positions for this government employee classification are Engineer IV, Broadcast Station Manager, Chief of Hospital II, and College Administrator.

The Salary Grades for these positions range from Salary Grade 9 to Salary Grade 33.

Professional Non-Supervisory Positions

The duties of employees in professional non-supervisory jobs often need a certain profession, artistic or literary aptitude, or information gained via formal education in a particular discipline like science and technology. They may also demand the usage of special skills or expertise.

The educational requirement in order for you to hold these kinds of positions is that you must have a bachelor’s degree or completion of at least four (4) years of college studies. Example positions for this government employee classification are Professor I, Economist III, Computer Programmer II, and Nurse I.

The Salary Grades for these positions range from Salary Grade SG 8 to Salary Grade SG 30.

Sub-Professional Supervisory Positions

This is a group of government officials that are responsible for overseeing and monitoring groups of employees engaged in technical, manual, or administrative tasks.

The educational requirement in order for you to hold these kinds of positions is that you must have at least a secondary (high school) or vocational education, or completion of up to two (2) years of college studies. Example positions for this government employee classification are Electric Foreman, Bookbinder IV, and Chief Bookbinder.

The Salary Grades for these positions range from Salary Grade SG 4 to Salary Grade SG 18.

Sub-Professional Non-Supervisory Positions

In the majority of cases, sub-professional non-supervisory roles include regular and repetitive duties in support of office or fiscal processes as well as craft or trade labor.

The educational requirement in order for you to hold these kinds of positions is that you must have at least an elementary, secondary (high school), or vocational education, or completion of up to two (2) years of college studies. Example positions for this government employee classification are Administrative Aide I, Welder I, Farm Worker II, and Lineman I.

The Salary Grades for these positions range from Salary Grade SG 1 to Salary Grade SG 10.

Salary Grade Table for Local Government Units (LGUs)

Local government unit employees' wages are not the same as those in the national government. The LGU's income categorization is used to determine how much an employee is paid such as if they are a 1st class, 2nd class, etc. municipality.

Special and first-class city civilian government personnel are paid the same rates as their colleagues in national government agencies. On the other hand, the percentage of the salary grade table under the SSL is paid to those in second-class cities to sixth-class cities, and first-class to sixth-class municipalities that fall in this range.

As can be seen from the pay grade tables above, civilian government personnel working for a richer LGU, such as a 1st class city, earn more money than their counterparts in a lower-class city or municipality.

Salary Grade Table for Public School Teachers

Public school teaching jobs in the Philippines may vary from Teacher I to Master Teacher IV with each of the positions having a matching pay grade range from Salary Grade SG 11 to Salary Grade SG 21.

After President Rodrigo Duterte authorized the creation of new teaching posts, such as Teacher IV, Teacher V, Teacher VI, and Teacher VII, in late 2019, new roles were created. The four new roles have better pay grades than the current posts of Teacher I, Teacher II, and Teacher III.

Teacher I is the lowest-paid post in the public education system, with pay of Salary Grade SG 11. Teacher salaries are set to rise steadily from 2020 to 2023 under the SSL, starting at Php 22, 316 per month for entry-level teachers and increasing incrementally each year until 2023 to a maximum of Php 27,000 per month.

It is not uncommon for teachers at government schools to have their salaries rise over time and with advancement. In 2020, the highest-paid teachers would be those who hold Master Teacher III positions and get a base pay of up to Php 58,841 per month. Since no one has yet achieved Master Teacher IV, no one may claim that title for themselves.

Salary Grade Table for Government Nurses

Pay grades for registered nurses (RNs) employed by the Philippines' public hospitals are expected to commence in 2020 at a range between Salary Grade SG 15 and Salary Grade SG 24. Each pay grade correlates to a nursing job, such as Nurse I, Nurse II, and so on.

A pay hike to SG 15 was scheduled for newly hired government employees entry-level nurses, or those with a Nurse I job title, that started in July 2020 under the Department of Budget and Management. It was formerly required that all government nurses be paid at least the minimum wage of SG 11. In addition to this, one or two levels were also added to the pay scales for higher-level occupations in the nursing field.

Government nurses were able to see a rise in pay as a result of this upgrade. As of January 1, 2020, the raise was already applied to all employee nurses who have worked with the government. Even whether nurses are regular, contractual, casual staff and whether or not they work full-time or part-time, the pay raise includes them all in hospitals administered by the national government as well as state institutions and colleges, and local government units.

On the other hand, Nursing Attendant I, Nursing Attendant II, and Ward Assistant still have the same salary grades: SG 4 for Nursing Attendant I, and SG 6 for Nursing Attendant II and SG 7 for Ward Assistant at government hospitals.

Wondering how much Nurses working as government employee receives in the Philippines?

Starting salaries for new nurses in the Philippines in 2020 were expected to range from Php 32,053 to Php 34,801 per month, that is as of January 2019. Meanwhile, higher-ranking government nurses might earn up to Php 95,283.

At the same time, from Php 13,807 to Php 16,378 is the expected wage range for nursing attendants in 2020. A ward assistant may expect to earn between Php 16,458 and Php 17,364 per year.

In addition, public hospital nurses and other health care employees will continue to receive annual raises under the SSL until 2023.
