As the number of Covid cases increases daily, the Alert Level is also going up in different areas in the country which limits some group activities and gatherings in venues with appropriate and stringent protocols to follow from the government.

Along with this, a system has been completed programming by the Department of Information and Communications Technology (DICT) for VaxCertPH, a vaccination certificate site that the Department of Interior and Local Government (DILG) has claimed would soon be deployed in the regions.

But before we tackle more profound about the digital vaccine certificate, let's discuss first what VaxCertPH is.

About VaxCertPH

The Department of Information and Communications Technology DICT and the Department of Health DOH use VaxCertPH as the country's vaccination certification system. According to DICT Undersecretary Emmanuel Rey Caintic, these digital vaccination certificates conform with World Health Organization (WHO) digital guidelines.

That person's vaccination status is indicated on it. Currently, the vaccine administration system only covers those who have been completely vaccinated. The VaxCertPH's portal provides access to it, which is free and open to the public. Cryptography is also used by VaxCertPH to assure security.

World Health Organization Digital Guidelines

An electronic certificate for COVID-19-related health data has been suggested as a means for digitally documenting a person's COVID-19-related health data in the context of the pandemic.

A digital vaccination certificate that verifies a person's current immunization status may be employed to provide continuity of treatment or evidence of vaccination for reasons other than health care. The Digital Documentation of COVID-19 Certificates: Vaccination Status (DDCC: VS) is the name given to the final product due to this approach.

The WHO has collaborated with a diverse group of partners and experts from different countries to produce this guideline and related technical specifications to enable WHO Member States to adopt interoperable accessibility standards for documenting vaccination status.

Digital vaccine certificates for Overseas Filipino Workers

As part of its soft launch in Metro Manila and Baguio City, Overseas Filipino Workers and Metro Manila residents who want to go abroad have their digital vaccination certificate requests.

As Caintic put it, VaxCertPH will be introduced concurrently with the Yellow Card. When it comes to foreign travel, the Bureau of Quarantine or BOQ-issued Yellow Card is now accepted as an interim COVID-19 Vaccination Status method for overseas travel. International travelers should also verify with the port of destination what documentation of immunization status is necessary and acceptable. Caintic also reminds us that the vaccination certificates produced by VaxCertPH are not immunization passports.

Currently, anyone who is completely vaccinated can now quickly request online or by visiting the Bureau of Quarantine office a digital vaccine certificate, including domestic use.

Steps for registration

Fully vaccinated individuals may use the VaxCertPh site at https://vaxcert.doh.gov.ph and the following processes to get their Digital Vaccination Certificate (DVC).

  1. It is possible to choose one of these options: To get a COVID-19 immunization certificate, you may either click on the "Continue" button or "Scan" to check the QR code.
  2. It is expected that you will take the time to read and agree to the privacy policy.
  3. Your immunization status and whether or not you're going overseas are the following things you'll be asked. VaxCertPH's certificate is valid 14 days after the last vaccine administered to date, so keep that in mind.
  4. Enter the form inquiries such as your entire name, middle name, suffix, and date of birth in the fields provided. Your immunization card's information must match the data entered.
  5. Answer questions about your immunization history, such as where and when you had your first and second doses of vaccine.
  6. Enter the seven characters displayed on the screen after reviewing the information you've been provided. The program will check your immunization information.
  7. Upload a copy of your vaccination card and valid ID, as well as your email and phone number, in case there is no record found on the system.
  8. You may finally acquire a copy of your DVC when the system locates your record. It's possible to download, print, or click the scan button to get a screenshot of the QR code that is included in the certificate.

Meanwhile, the VaxCertPH's DVC application procedure depends on three possible scenarios:

  • Process for those who are fully vaccinated with correct details in the VIMS
  • ·Process for those who are fully vaccinated with incorrect details in the VIMS records
  • Process for those who are fully vaccinated without records in VIMS

How to use DVC-issued VaxCertPH

You must do the following to utilize a DVC-issued VaxCertPH for travel by those who have been completely vaccinated:

Step 1: For traveling abroad and domestic travel, bring the DVC with QR code (digital or printed) and any relevant travel papers (such as a passport, visa, government ID, etc.).

Step 2: Provide the necessary travel papers and the DVC to the relevant travel authorities.

It is possible to save the certificate digitally on mobile devices or gadgets by scanning the DVC, taking a picture of it, or saving the DVC as a PDF.

The WHO Digital Documentation of COVID guidelines identifies the following information as verifiable once saved on a mobile phone: Vaccination details: (1) DVC Person's complete name, (2) Person's birth date, (3) Vaccination history (date, etc.).

What should I see on my DVC-issued VaxCertPH

The VaxCertPH digital vaccination certificate should contain the following information:

  • Certificate of vaccination Quick Response (QR) code — the data must be identical to the vaccination information management system (VIMS).
  • Personal details- details on the vaccine recipient, such as his or her complete name, date of birth, and gender.
  • Issuance details- such as the name of the issuing office and the day and time of vaccine card issuance, are included in this section.
  • Certificate Identification Number- which is a unique nine-digit number.

The certificate should also include information on the vaccinations given to the holder of the certificate. These should include:

  • Dose number- The number of doses given to the certificate holder
  • COVID-19 vaccination date- indicates when an individual had their first or second dose of the vaccine.
  • Vaccine or Prophylactics type — which specifies the kind of vaccination that was given to the certificate bearer (COVID-19 vaccine, RNA-based, viral vector-based).
  • Brand and manufacturer- The brand or trade name used to identify the vaccination (BNT162b2, mRNA-1273, JNJ-78436735) and the name of the vaccine's producer (Pfizer-BioNTech, Moderna, Johnson & Johnson, Sinovac, Sinopharm).
  • Lot number for vaccination- When administering a vaccine, you are required to record the batch number or lot number of each dose.
  • Country of vaccination- The certificate holder's vaccination history is represented by the country where the vaccines were administered.

As the Omicron variant and the flu season in the country is here, make sure to still follow the safety and health protocols implemented by the Department of Health and the local government even though you are already entirely vaccinated to ensure the safety and continuity of our economic recovery.
